There are exceptions, such as the gamer award & occasionally, TV advertisements in a few countries. These are a way to bring Jagex/Insight Ventures to the attention and the attention of people who otherwise would not be aware. Runescape's only mainstream mentions are in news reports that have an unfavorable bias (there are a handful of instances of pedophiles and scammers over the years) that may draw attention, but it's not the type of attention sought after.
The SORWT SOF is an attempt to maintain cash flow from a community which is shrinking due to people growing up & stopping play etc with less new players coming in every year while not addressing the issues I mentioned above. It's a low-cost solution to a problem, but it has been causing more. I'm not a CFO and do not have access to the financials however the frequent tweaks suggest that it is not doing the job.
There are many problems with it, from the rules modifications they implemented to increase its profitability (RWT!). This is the thing that most people oppose. It also has little to do with game (RWT!).
The investment in a real-world marketing budget could address the issues I raised. It would also (hopefully) draw in a new group of players, re-engage previous players and let them be able to see "that's what it's like today."
